    In socialis countries people were not allowed to have hard currency.  Professionals who worked overseas were receiving salaries in foreign exchange certificates from the state, while the state was poceting their hard currency salaries.  These certificates were used at the special stores and at those stores only, where the owner of the certificate could buy foreign goods available only at these store and not available to the general public.
